Richard A. Serra
President

As founder, principal and President of Allpro Parking, LLC, Mr. Serra brings with him over 35 years of parking management experience. His responsibilities include, but are not limited to:

  • Overseeing all company operations
  • Establishing company goals and directions
  • Overseeing financial planning and budget development
  • Creating and implementing long- and short-term growth and acquisition plans
  • Developing marketing initiatives and training programs
  • Participating in community and business associations

Starting Allpro Parking with one parking facility in May 2000, Mr. Serra has overseen the growth to 75 locations, 32,000 parking spaces and approximately 175 employees.

Prior to joining Allpro Parking, Mr. Serra was employed at Allright Parking, where he started as a parking attendant in 1973. His dedication and knowledge of the industry gradually earned him promotions to Field, General and City Manager, ending with his appointment to District Manager in 1999, with the acquisition of Allright Parking by Central Parking System. As District Manager, Mr. Serra was responsible for the overall operational management of parking facilities in Buffalo, Rochester and Jamestown, New York.

Mr. Serra's professional affiliations include: member of the Board, New York State Parking Association; member, National Parking Association; member, International Parking Institute; member of the Board Theater District Association; member of the Board and Treasurer, Alleyway Theater. Additionally, he is a member of Buffalo Place - Access Infrastructure task force. Mr. Serra was elected as President of Working For Downtown for two consecutive years, from 2006-2008.

Craig E. Barber
Senior Vice President

Mr. Barber joined Allpro Parking, LLC in 2006, bringing over 30 years of practical parking management experience. His responsibilities include:
 

  • Manage Allpro Parking’s operations at peak efficiency, utilizing best practices, operational controls, procedures and proven systems to ensure aggressive and profitable growth
  • Provide leadership, training and management oversight to key personnel, activities and operations
  • Conduct long range planning and day-to-day business planning to ensure Allpro Parking's goals and objectives are being carried out
  • Develop a business environment of collaboration and accountability
  • Strategic marketing and new business development

From 1976 to 1980, Mr. Barber was the Director of Parking for the City of Buffalo. In 1980, he entered the private sector joining Multiple Parking Services, Inc. as its Vice President of Operations in Buffalo. Mr. Barber was responsible for overseeing the Buffalo Airport operations, Rich Stadium parking (now Ralph Wilson Stadium), and the Buffalo Civic Auto Ramps system. Houston based Allright Corporation purchased Multiple Parking Services, and Mr. Barber became Co-General Manager of the Buffalo operations. He was promoted to Regional Manager in 1990, covering a territory that included New York, Ohio, western Massachusetts and western Pennsylvania. From 1994 to 1999, he assumed additional territory, which included cities in Minnesota, Wisconsin, Missouri, Nebraska and Canada. In 1999, Allright was acquired by Central Parking Corporation, and Mr. Barber was retained as one of its Regional Managers where he covered a territory encompassing Ohio, Indiana and Kentucky while based out of Cincinnati. In 2004, Mr. Barber was relocated to Washington D.C. with responsibilities in the Washington metro area, Virginia and Maryland.

Mr. Barber served on the Board of Directors of the National Parking Association for 19 years, its Executive Committee for 4 years, and was elected by the membership as Treasurer for 2 terms. He served 8 years as the Chairman of the Parking Industry Institute and 2 years as liaison to the Parking Consultants Council. Mr. Barber was a founding member of the New York State Parking Association and the first private operator to serve on its Board of Directors. He has been a member of the Ohio State Parking Association since 1990.

Mr. Barber is a graduate of Syracuse University with a degree in Communications. Additionally, his postgraduate studies were in Business Administration at the State University of New York at Buffalo.

Brian D. Dusenberry
CPA, Controller

 

Mr. Dusenberry joined Allpro Parking, LLC in May of 2006 and has over 30 years of diverse financial experience in both the public and private sectors. His responsibilities include:
  • Overseeing all financial, accounting and IT related functions of the company including the conversion and implementation to a new information system
  • Analysis and preparation of all external financial statements and tax reporting
  • Analysis and preparation of all internal management reporting
  • Establishment of internal accounting policies and procedures
  • Direct process improvement initiatives and strengthen interdepartmental communication
  • Budgets and projections
  • Participate in strategic planning and establishment of company goals and objectives

After graduation from DePaul University in Chicago with a BS in Accounting, Mr. Dusenberry spent the next 13 years in Public Accounting where he managed accounts with revenues in excess of $75 million, some with international affiliates. His areas of specialization were in the manufacturing and health care industries, and he was the expert in forecasts and projections.

Upon entering the private sector, Mr. Dusenberry served as Controller and Chief Financial Officer of health care, technology, transportation, distribution and Internet fulfillment companies. In this capacity, Mr. Dusenberry focused on strategic and operational initiatives including the development and direction of strategic business plans, creation of key financial and operational analysis, budgeting and projections, establishment of operational benchmarking and measurement, acquisitions and mergers, and continual process improvement.

Mr. Dusenberry moved to Buffalo in 1983. Over the years, he has been involved in a variety of community organizations and events. Mr. Dusenberry is currently serving his second term as President of the Theatre District Association, is a member of Working for Downtown, is advisor to a local elementary school PTA and has coached youth basketball and baseball for the last 15 years. Mr. Dusenberry is a current member of the American Institute of Certified Public Accountants and New York State Society of Certified Public Accountants and is also a member of the New York State Parking Association.
